The Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies have published the ninth issue (Autumn 2024), of Hikama, the biannual peer-reviewed public administration and public policy journal. It includes a special issue on “Environmental Crises and Natural Disasters Management,” featuring five studies: “The Water Crisis in Tunisia's Challenging Climatic and Economic Context: Implications and Emerging Challenges” by Jarraya Mounir; “Arab Water Security: Balancing Institutional Management and Political Will – A Case Study of Syria” by Ahmed Haj Asaad; “The Role of Civil Society Organizations in Managing Morocco’s Al-Houz Earthquake” by Asmaa Kadiri; “Responses of Fragile Communities to Crises and Catastrophes: The Case of Northwestern Syria” by Ahmad Korabi and Nawras Alabduallah, and “Evaluation of Disaster Risk Reduction Policies in Morocco: The Case of Earthquakes” by Mohammed Marzouk.
The special issue also includes a report on “Governmental Responses to Natural Disasters in Conflict Countries: The Case of Derna's Floods, 2023” by Abdul Azim Abdel Malik and a translation of "Organizing for Crisis Management: Building Governance Capacity and Legitimacy" by Tom Christensen, Per Lægreid, and Lise H. Rykkja (translated by: Aoumria Soltani).
In addition, the issue features two other studies: “Hamas Government's Management of the Security System in the Gaza Strip Following the Palestinian Political Division” by Mohammad Ahmed Seyam and “Desert Development Policies in Egypt: Motivations for Success and Signs of Shortcomings” by Ragab Ezzeldeen. Finally, the issue contains three reviews: “Handbook on Theories of Governance,” “Policy-Making as Designing: The Added Value of Design Thinking for Public Administration and Public Policy,” and “Deliberative Democracy, Public Policy, and Local Government” by Editorial Board.
