​The Arab Center for Research and Policy Studies and Doha Institute for Graduate Studies has published the 2nd issue (March 2021) of the biannual peer-reviewed Public Administration and Public Policy journal Hikama. The Studies section features five papers: “Sovereign Wealth Funds in the Gulf Arab States: Sustainability and Ongoing Challenges,” by Nayef N. Alshammari; Social Capital and its Determinants in the Arab Region by Anas Alqaisiya; a Special Section of studies in European Immigration and Asylum Policies towards Forced Migration from Arab Countries, namely: “European-Arab Decentralized and Non-Governmental Cooperation Programs as a Forced Migration Response Mechanism: A Case Study of Mediterranean Refugees and Host Communities Program,” by Mounir Mebarkia; “The European Union and Irregular Migration: A Case Study of Libya,” by Ahmed Qassem Hussein; and “Syrian Refugees in Germany and the Renewal of the Debate over Immigration Policies,” by Yasser Derwiche Djazaerly.

 
Reports & Policy Papers includes “The Rights of Palestinian Workers in Israel and its Settlements: Towards a Protective Policy,” by Ihab Maharmeh; “The COVID-19 Pandemic in Egypt: Repercussions and Policies” by Abdou Moussa; Abdou Moussa and Rushdi Alfaouri’s report on the Hikama Symposium held on “Education Policies and Regulations in Light of the Coronavirus Pandemic: Questions and Prospects”; and Yamen Sabour's translation of “Global Democracy and COVID-19: Upgrading International Support” by Richard Youngs and Elene Panchulidze.
This issue’s Translated Paper is Lynn Tabet's rendition of Joseph Chamie's “International Migration amid a World in Crisis”.  Finally, in Book Reviews, we have: “How Does Government Listen to Scientists?” by Claire Craig; and “Governing Migration Beyond the State: Europe, North America, South America, and Southeast Asia in a Global Context,” by Andrew Geddes.
