Abstract

At the end of 2022, Oxford Insights released the sixth edition of the Government's Readiness Index for Artificial Intelligence report, which it has issued annually since 2017. The report monitors government readiness for AI in more than 180 countries around the world. The Index involves 39 indicators under 3 pillars: The first is the government pillar, through which the report tests the extent of a given government’s strategic vision for developing and managing AI, supported by regulation and interest in addressing ethical concerns. This requires a robust internal digital capacity that can support its adaptability to new technologies. The second pillar is the technology sector, whereby the index examines the government’s supply of AI tools from the country’s technology sector, which supplies the government. The sector should have a strong capacity for innovation, boosted by entrepreneurship and a continuous flow of research and development spending in addition to abundant human capital represented in the skills and education of the people working in this sector. Finally, the third pillar is the data & infrastructure pillar. High-quality data availability should be representative of the citizens in a country and requires high-quality infrastructure to deliver AI tools to citizens.
