The Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies have published the 12th issue (Spring 2026) of Hikama, the biannual peer-reviewed journal on public administration and public policy. This issue includes the following articles: “Food Security in the Arab States: The Impact of International Financial Institutions' Policies and the Implications of Climate Change" by Lahcen El Hassnaoui; “The Decline of Arab Network Activism Amid Digital Authoritarianism or Self-Restraint" by Buchra Zougagh; “From a Public Right to an Economic Commodity: Water Policy Transformations in Jordan and Morocco" by Youssef Dahraji; “Transformations in Saudi Educational Policies Toward the Palestinian Cause in School Curricula (1990–2021)" by Abdallah Abolouz; and “Post-COVID-19 and Emerging Climate-Related Health Risks in Tunisia: Imperatives of Policy Adjustments" by Mounir Jarraya.

The issue also contains a policy paper titled “Policies to Reduce Sugar-Sweetened Beverages Consumption: The Case of the Kingdom of Saudi Arabia" by Afnan Mohamed, Ahmed Benaceur, Amenah Bustami, and Mohamad Deeb. It also includes a report titled “Towards Palestinian Frameworks for Reconstruction in the Gaza Strip After the Genocidal War" by Ihab Maharmeh and Nour Allah Munawar. In the Book Reviews section, Rachid El-Bazzim discusses Action publique et environnement by Aurélien Evrard and Pierre Lascoumes, while Majd Abuamer reviews Bachir Zahal's Arabic translation of Dis-moi qui te cite, et je saurai ce que tu vaux: Que mesure vraiment la bibliométrie? by Pascal Pansu, Nicole Dubois, and Jean-Léon Beauvois.

Finally, the editorial board presents five featured publications: The Long Heat: Climate Politics When It's Too Late by Wim Carton and Andreas Malm; a report titled “Climate-Resilience Investment in Fragile and Conflict-Affected Situations: Opportunities for Business" by Katongo Seyuba and Florian Krampe; The Politics of Geoengineering: Perspectives from the Social Sciences by Kai-Uwe Schrogl, Christina Giannopapa, and Ntorina Antoni; Climate Justice: What Rich Nations Owe the World and the Future by Cass Robert Sunstein; and Artificial Intelligence for a Green Planet: Harnessing Technology for Environmental Sustainability by Anwar Dafalla.​
